Phillip Payne’s principal fields of practice include estates, local government, zoning and land use law, general civil litigation, telecommunications, and contract and business law. He presently serves as county attorney for Nelson County, as general counsel for the Central Virginia Electric Cooperative, as counsel for Central Virginia Services, Inc., doing business as Firefly Fiber Broadband and is Commissioner of Accounts for Nelson County.

Experience:
Mr. Payne began the practice of law as an associate with the firm of Woods, Rogers & Hazlegove in Roanoke, Virginia. He established a private practice in Nelson County in 1991 and in 1993 was appointed Commonwealth’s Attorney for Nelson County. Subsequently he was elected to the office five times serving for eighteen years. Mr. Payne returned to private practice in 2012.
